Previous concession agreement for the establishment and operation of the mobile electronic communications network, obtained in 2000, expired on 15 February 2015. Long before, about two months earlier, MTN Cameroon and the Government of the Republic had nevertheless initiated renewal negotiations with likely disagreements on the cost of the license. It was "a long and difficult period of negotiation, each party seeking to defend its interests," admitted yesterday the Minister of Posts and Telecommunications (MINPOSTEL) at the official ceremony to renew the license of MTN Cameroon. Jean-Pierre Biyiti bi Essam was so pleased that "finally all's well that ends well, as we are gathered here today (yesterday Editor's note), to celebrate the successful conclusion of the negotiations." The renewal price was finally arrested 75 billion francs, payable according to a schedule that spans six months, as of 11 March 2015. The second deadline will be released on April 11 and the last on 11 September.
However, before the signing of the new license phase, yesterday's ceremony began with the presentation of 75 billion francs in check by MTN Cameroon Government, represented by five of its members, including the MINPOSTEL and the Minister of Finance (Minfi). MTN Cameroon side, there was the president of the Board of Directors (PCA) Colin E. Mukete and the CEO of the company, Karl O. Toriola. The latter states that "the new license gives further opportunity to exploit new technologies for the global development of telecommunications, including 3G and 4G." For him, "this franchise agreement will bring more modernity, wealth and progress to the people of Cameroon, where we have 10 million subscribers."
Its new pocket license, MTN Cameroon intends to make necessary efforts to enable Cameroon to take advantage of the 3G / 4G. This, realizing "investments 4,000 billion F on the operating life of the new license," says Karl O. Toriola. It ensures that 3G will be available in 16 cities in the first year of operation. It will then be gradually extended to all cities of Cameroon. "The goal is to cover at least 75% of the population by 2018". 3G is expected to create a thousand direct jobs and hundreds of thousands of indirect jobs over the next few years. Eventually, it could represent 6% of state revenue.
