Big Temptation! Ayah Paul going back to serve the Biya’s regime?

Cameroon Journal, Yaoundé – Barely a week after People’s Action Party PAP Chairman, Paul Ayah was elected in Kumba to head the Southern Cameroons National Council, President Biya did something unheard of –appointed him a Supreme Court Advocate.
The appointment among others came following the holding of a meeting of the Higher Judicial Council at the Unity Palace Thursday Dec.18.
The move has been seen by many Anglophones as a strategy by the Biya’s regime to stop Ayah Paul from pressing on with activities of the secessionist group.
The meeting of the council attended by ten members, scrutinized disciplinary files of magistrates, appointments, reclassification, promotion and the integration of newly graduated magistrates from the National School of Administration and Magistracy, ENAM, into the magistracy corp.
Besides Ayah’s appointment, the Supreme Council witnessed changes at the helm with the appointment of Daniel Mekobe Sone as president of the court, replacing Alexis Dipanda Mouelle who has served the institution for 25 years.
At the audit bench of the Supreme Court, Andre Belombe was appointed to replace Clement Atangana who also goes on retirement, while Luc Ndojo is the new state prosecutor at the Supreme Court replacing Martin Moulong. 17 advocate generals were also appointed to the court.
Paul Ayah has so far not commented on the appointment and at press time we could not get in touch with him to sample his opinion about the appointment.

Cameroon-Congo Opens Inter-State University In Sangmélima

The Sub-regional integration involving Cameroon and Congo, has resolved to the creation of an inter-state university to train students from the two countries in Sangmélima, South Region of Cameroon.
The announcement to create the inter-state university was made last Saturday 6th of December, 2014, at Zoétélé in the Dja and Lobo Division by the Cameroon's Minister of Higher Education, Jacques Fame Ndongo. The Minister explains that, the inter-state university will be aiming at training students to understand and master innovative professional skills. He added that, the courses that will be offered at this university will be focusing more on high technology training. On Thursday, Minister Jacques Fame Ndongo revealed that this inter-state university will take off by the 15th of January 2015.
The University is therefore a tool to strengthen the South to South cooperation in the field of higher education. It is also an inspiring opportunity for the two countries in the Sub region of the Economic Monetary Community of Central Africa (CEMAC). Though the inter-state University at the moment is yet to have its own site and structures, the maiden institution will be temporarily based in the campus of the 'Collège Notre Dame de Sangmélima" while pending the construction of its permanent structures.
It is a wish of the two heads of States that is Paul BIYA of Cameroon and Denis SASSO NGUESSO of Congo, to further strengthen their diplomatic cooperation in the domain of education. The two statesmen earlier confirmed their intention to open the institution in the South Region of Cameroon during their meeting at the 15th Summit of the Francophonie in Dakar, Senegal. For the final adjustments, a large delegation of Congolese diplomats who were presently in Cameroon, will on Monday 22nd of November, 2014 discuss more issues concerning the inter-state University.
With the opening of this University in the Dja and Lobo Division and specifically in the town of Sangmélima, the Division is certainly going to witness a remarkable growth as it will experience a significant influx of people and aspiring students from within and without the country.

The First Lady Mrs. Chantal BIYA handed over lofty parcels of Christmas gifts to pupils of “les Coccinelles” school complex at Unity Palace on Friday 19 December 2014 in a colourful ceremony that has become one of the hallmarks of life in the nation’s capital city.
Pupils, teachers, parents and invitees packed the school premises by 12 noon today when Madam Chantal BIYA arrived to personally grace the occasion with her presence. She was received on arrival by the Minister of Basic Education, Madam YOUSSOUF ADJIDJA ALIM, the Minister of Youth and Civic Education Ismael BIDOUNG MPKWATT and host of other dignitaries.
The children thrilled the guests with songs, dances, recitations, flute and ballet dancing that was aided at by renowned artists, such as Tsala Benoit. There was even a magician who thrilled the children with his savvy tricks.
After visiting the various classrooms to see some of the work done by the pupils within the school year, the First Lady offered a meal to all the invitees, as the occasion ended with a family photo with the pupils of the school.

New men at the helm of the Cameroon Supreme Court

The body that handles the careers of magistrates and higher judicial officers met at Unity Palace on Thursday 18 December 2014 with President Paul BIYA presiding over the deliberations that lasted over five hours.
The members of the Council arrived Unity Palace this morning by 10 am, alongside some magistrates whose disciplinary files were to be examined at the session, accompanied by their lawyers. Notable amongst the members of the Council was the Vice President, Mr. Laurent ESSO, Minister of State for Justice and Keeper of the Seals, as well as Mr. Jean Akame Mfoumou, the Secretary of the Council.
The agenda of the sitting included an examination of disciplinary files, the promotion of magistrates, the transfer and posting of magistrates for the years 2012, 2013 and 2014.

Speaking to the press at the end of the sitting, the Minister of State and Keeper of the Seals Mr. Laurent ESSO declared that the Council had made proposals to the Head of State who will take the final decision on the issues that were discussed.



New men at the helm of the Cameroon Supreme Court
Alexis Dipanda Mouelle, Martin Rissouck to Moulong and Clement Atangana, now retired, leaving the court after a long remarkable journey.
Is expected in the coming days the swearing in of new officers of the Supreme Court. Those who worked in the Court of Appeal before 2012 are preparing for this solemn ceremony. The two main leaders of the Supreme Court left the court of appeal, that two years ago in favor of the 2012 Mekobe Sone movement has been for a decade, the president of that court while Luc Ndjodo was the Attorney General.
They last Thursday respectively President and General Counsel at the Supreme Court. Dagobert Bisseck, the new president of the court room, climbed the levels of responsibility to the Supreme Court. Former President of the Central Court of Appeal, it was chapter president to court room. Another advisor to the Supreme Court, André Belombe takes the head of the Administrative Chamber.
The general prosecutor's office at the Supreme Court, George Mbengue crosses a walk. This former general counsel becomes the first General Counsel. The Advocates General Group has henceforth Ayah Paul Abine. The judge outside the hierarchy of the 1st group joined the judiciary after a detachment secondary to his parliamentary seat in the National Assembly. During this term, from 2007 to 2013, he resigned from the ruling party, the CPDM. With the party he created, he could not get re-elected at the last parliamentary election. The other major fact of this movement is the retirement of ten judges of the high court and wooden floors. Found on the train retired the first incumbent president Alexis Dipanda Mouelle, outgoing Attorney General Martin Rissouck to Moulong, the outgoing president of the Administrative Chamber Clément Atangana.
