CAF President ISSA HAYATOU received at Unity Palace



The Head of State His Excellency Paul BIYA and Cameroonian born President of the African Football President Issa HAYATOU have held discussions on a wide range of issues affecting the game in Cameroon and in the world. The audience at Unity Palace comes at the heels of the award of the hosting of the 2019 AFCON to Cameroon.
Speaking to the press shortly after the discussions that lasted over one hour, Issa HAYATOU expressed his gratitude to the President of the Republic for granting him audience, and said that he was highly pleased with the great interest that President Paul BIYA had in the sport.
Issa HAYATOU, who is also the Vice-president of the world football governing body FIFA, said that sports infrastructure was equally discussed during the audience and he was optimistic that the required infrastructure will be in place by the time the AFCON is due in 2019. 
The audience on Wednesday 8 October 2014 comes shortly after the Head of State set up a committee to oversee the organisation of the female AFCON in 2016 and the AFCON in 2019, as well as several Decrees to overhaul the football teams of Cameroon and to set up a National Football Academy.

The use of computers is changing the way Tubah Council is working. Over the past two years the Council has been actively increasing the number of computers in offices and supporting staff to build their computer skills. Now each of the offices has at least one computer and many of the staff have been trained and are continuing to upgrade their skills.Tubah Council, along with other Councils in the Northwest Region, has been meeting to discuss the implementation of new computer software called Mayorsoft.
This software is specially designed for councils and will enable more efficient and effective functioning of services. For example, within the Civil Status Registry, applications for birth, marriage and death certificates will be recorded on computers making it much faster and easier to find original records. Through the financial support of FEICOM, councils are expecting to move forward with this endeavour this year.

The 16th Commencement Ceremony took place at the Hotel Kempinski on the 28th June 2014. This year the University was honored to have two distinguished guest speakers : Mr. Paul Polman CEO of Unilever, one of the world’s leading fast-moving consumer goods companies and Mrs. Arancha Gonzalez Executive Director of the International Trade Center (ITC), a joint agency of the World Trade Organization and the United Nations. Over 54 candidates for graduation marched at the ceremony representing 23 nationalities. Parents, diplomats and friends of the University attended the ceremony.

Pavel Savitch
Mr. Pavel Savitch was awarded the prize Faculty of the year at the 16 th Commencement Ceremony of this year. The award was given as a result of consistently outstanding reviews by students and peer faculty. Mr. Savitch is an adjunct professor of accounting at IUG since 2005. He started his education in Russia and completed a graduate degree in Geneva and is a certified chartered accountant. He is as a senior auditor with SITA a pioneer in international telecommunications for the air transport industry based in Geneva.

In September, a new B.A. in International Management was introduced. The Bachelor in International Management (BA-IM) is designed for students interested in a career in international business. The BA-IM program meets the demand of students who are seeking a global perspective. The students will develop the necessary skills to operate and make decisions in a multicultural environment. The contents of the BA-IM program include management theories and models, marketing principles, human resources and organizational behavior methods, leadership skills, and international business techniques. MAYOR TANJONG MARTIN IN THE CAMEROON–CANADA 2014 INTERNATIONAL FORUM FOR DECENTRALIZED COOPERATION

 Fresh with memories from his Canada trip and the diplomatic encounter with other black mayors around the world at the Edition 2014 Cameroon–Canada International Forum for Decentralized Cooperative organized by AFriEXPERTS International at the Foire Africaine De Montreal, Mayor Tanjong Martin of Tubah Council has programmed a ground breaking ceremony slated the day they were installed into office at the Bambui ceremonial ground this coming 28th day of November 2014. This day clocks the “2014 Transparent Social Democrat” and followers one year of effective and devoted service in office irrespective of all the manipulations stationed by transgressors to mar their smoother governance. Back home with a loaded mind set and belt capacities to meet the new evolving trend of council management and
governance, having made good contacts at the Foire Africaine de Montreal for the Council, the visionary and pragmatic Mayor with effect from next administrative year shall embark on a cross section of projects in the domain of town planning, run off draining systems, a central town touristic attraction, a multipurpose sports complex for the municipality, a befitting ceremonial ground, a rehabilitation center for the underpriviledged and elderly in the council area with Canadian partners amongst others. The mission of the public hearing, in divine fellowship and communion with electorate and development partners is to render to the public his one year’s achievement in office, a routine which will go on for these five years of his stewardship over the Tubah municipality. Here, just like the courts out of the court room, the Mayor shall be taking his resolutions in session with the designated councilors by electorate out of the hidden normal council hall to the public areana where he shall render the financial and administrative accounts of his transparent and judicious management of council accounts, the new plan of action and vision for the Tubah Council that will meet the needs of another century. This shall be first of its kind in council management but falls within the frame work of transparency in management and accountability in governance which the western world upholds to instill trust and honesty in one’s exercise of public functions. This symbolic exercise to the Mayor as a model leader puts God directly ahead of all functions to oversee, and man the running of the council irrespective of all the challenges. To him, good leadership management should be backed by accountability and selfless service to
the Nation and those who voted you in office. It has been a long way and trying moments, every conversant political mind will admit for Mayor Tanjong Martin and devoted councilors that just immediately they overturned the decisions of the SDF Party hierarchy in what was termed moves “to reinstitute justice, power to the people and equal opportunity for all”. By voting their beloved Mayor collectively in the council hall after the twin legislative and municipal elections of 30th September 2013. Since then, a tornado of attacks, staged managed coups, intrigues, blackmail, intimidation and threats from few opposing parties has been the order of the day in the Tubah council area. Amidst these odds, the silent mover keeping his grounds kept on with the task he was entrusted by MINATD to accomplish. And the 28th of November 2014 which clocks him one year in office by his grace, they shall be presenting a loaded report card of their activities, achievements and how each franc that came in for council management was used. So far Mayor Tanjong has much to ride home as pronounce and feasible activities that are directly affecting and transforming the lives of the people of his municipality, from farm to market roads, to the grading and widening of certain major streets, building of bridges and culverts, provision of infrastructures to schools, health services and the university of Bamenda, assistance to the needy, holiday jobs, portable water, health campaigns, free will donation, training seminars for workers, increment in salaries and above all, has increased revenue collection by multiplying avenues for council revenue generations through the poultry farm and the newly inaugurated model cattle market at Kedjom Keku which shall be one of the highest finance giving source to the council. An observation made by the first deputy Mayor Wehui Barnabas seating for the Mayor and DO of Tubah Alim Garga on the 16th of September 2014 at the ground breaking ceremony that involved all the parties in the venture for the cattle market in the municipality to earn the much desired goal. Tubah from all indications is now feeling the pinch of a flexible hand that is out to develop and only to develop more than ever before irrespective of all the machinations. Thank God all the enemies of the council are gradually being called to divine order as SDF party leaders have finally genuflected before the alter of the “Tubah 2014 Transparent Social Democrat”. Mayor Tanjong another popular force to reckon with in council governance in the North West Region of Cameroon like late Prince Pius Ngwa Amando of Bamenda III council “from what I and Mayor Balick saw in Canada, our councils in Cameroon are centuries behind, there is need for a structured mindset, the will, commitment and proper planning before Cameroonian councils can emerge to meet to an extent the special needs of changing times. We are living in a world that is completely lacking because we are too lazy and only good at manipulating with no innovation and lack of foresight about tomorrow”. By Tamukong Roland

Commonwealth Parliamentary Association sits in Yaounde



The Head of State His Excellency Paul BIYA has called on the Commonwealth Parliamentary Conference to make their deliberations pertinent to the expressed theme of their sitting, and to participate efficiently in the implementation of development goals in the post 2015 period. President Paul BIYA made the call in his opening speech of the 60th Commonwealth Parliamentary Conference holding in Yaounde, under the theme: “Repositioning the Commonwealth for the post 2015 development agenda”.
The Congress Centre was full to capacity on this Monday 6th October 2014 with delegates from all the nine zones of the CPA present in Yaounde. Following speeches from various personalities including the Government Delegate to the Yaounde Urban Council and the Speaker of the National Assembly who is also the current President of the CPA, the Right Honourable CAVAYE YEGUIE DJIBRIL, the stage was set for the reading of the message of the Queen.
President Paul BIYA heartily welcomed all the delegates to Yaounde and saluted their decision to put their deliberations on the subject of development objectives. The President of the Republic said that commendable efforts had been made in some areas, such as education, vaccination, the fight against HIV/AIDS, etc. Difficulties were encountered in other areas, such as the reduction of poverty, which has not been very effective. The Head of State called on all the legislators to fight for meaningful development in their respective countries and to strive for a new world order with greater social justice and solidarity.
The ceremony ended with a group photograph with the Head of State and all the delegates attending the conference.

Your conference is taking place in an international context marked by the persistence of many hotbeds of tension. Several parts of the world continue to witness political, economic and social crises. Armed clashes abound. There are repeated and senseless terrorist attacks and acts of maritime piracy which challenge the international community.
This gloomy picture has been compounded by the outbreak of the Ebola viral epidemic. Within months, it has already claimed thousands of lives in Africa. The virus poses a real threat that transcends State boundaries, while the international community is yet to find an appropriate response to contain it.
Therefore, we should hail this conference which is opening today despite the hostile international context. Your presence affirms and confirms your determination to address the challenges of this century.
My country is delighted to have been chosen to host the 60th Commonwealth Parliamentary Conference. The people of Cameroon are honoured by this mark of esteem and confidence. 
The massive turnout of Commonwealth Members of Parliament is an eloquent testimony to their interest in fostering solidarity among the peoples they represent.  For the great Commonwealth family, it is also an excellent example of its deep commitment to working relentlessly and resolutely for a better world. This is truly a source of satisfaction, but also and above all, of hope.

The theme of your discussions at the Yaounde Conference is “Repositioning the Commonwealth for the Post-2015 Development Agenda”.
Besides being fully in line with the very foundations of our organization, this theme is highly topical. 
In fact, social progress and human development issues are prime concerns of the Community of Nations. They are interwoven with those of peace and security, as there can be no development without minimum security and stability.
The 69th Session of the United Nations General Assembly which has just opened in New York is working on the framework and content of the world’s Post-2015 Development Agenda.
As you are aware, the adoption of the Declaration on the Millennium Development Goals on 8 September 2000 raised new hopes for a world where peace, security and prosperity would be shared at last. 
Fifteen years following the adoption of these goals, it must be acknowledged, unfortunately, that they will not be achieved by 2015 as agreed.
Certainly, significant progress has been made in some areas such as education, immunization coverage, the fight against HIV and malaria, and gender promotion in school. This is commendable.
    Theseappreciable efforts notwithstanding, it should be admitted that much remains to be done in key areas. Hunger has not been eradicated, poverty reduction is extremely slow, unemployment, especially among the youth, remains a thorny problem and health coverage remains inadequate. 
The international community must learn lessons from the difficulties faced over the last fifteen years.  
The Post-2015 Agenda shoulddevise new strategies to substantially improve the population’s living conditions.  
All players will need to demonstrate a stronger political will, greater generosity and more effective, more concrete and more active solidarity. Such are the demands of the interdependence of States and unity of humanity on us. Without this extra touch of the soul, development by the end of the new Agenda may remain a distant goal. 
•Excellencies, Ladies and Gentlemen,
The UN’s adoption of a Post-2015 Development Agenda reflects reckoning with past lapses as well as recognition of the need for immediate action, with greater determination and greater commitment in order to secure the future.
To that end, African countries have prepared a common position which proposes the alignment of the Agenda with national and international development programmes, fully consistent with the African Union’s 2063 Agenda. This common position also comprises new cooperation thrusts aimed at eradicating poverty, creating endogenous conditions for economic transformation, preserving peace and progressing towards prosperity and sustainable development. 
•DistinguishedCommonwealth Parliamentarians,
The challenges I have just outlined are not peculiar to Africa. They are common to all peoples of the world of whom many of you are the elected representatives.
It behoves you to plead with national and international authorities to honour their commitments. It is your bounden duty to work towards giving such commitments force of law in your respective countries. 
While hoping that the Yaounde Conference will be a confirmation of your commitment to shared development in the world, and wishing you every success in your proceedings, I declare open the 60th Commonwealth Parliamentary Conference.

•obtaining the necessary visas for expatriate staff related to the• execution of their investment programs and for the stay of their foreign personnel in Cameroon; 
•assisting approved companies at all the necessary stages related to carrying out of their investment programs; 
•establishing, in collaboration with the relevant technical services, simplified administrative procedures for activities approved under the investment code; 
•ensuring the follow-up, monitoring and implementation of commitments made by approved companies.
